Prior to joining E. L. Robinson Engineering Co., Mr. Lewis was the Executive Director of the West Virginia Rural Water Association. Under his leadership at WVRWA, membership and budget growth skyrocketed to an all-time high.

Mr. Lewis has also served as the Deputy Director of the Region II Planning and Development Council. He gained an extensive knowledge base through the development and management of infrastructure and economic development projects cities, counties and economic development authorities. His expertise is assisting governmental agencies in West Virginia to facilitate the development of infrastructure and promotion of economic development.

Mr. Lewis served as the first chairman of a County Infrastructure Planning Team for new highway construction. He has also served on the Abandoned Mine Lands Water Resource Committee; WV Infrastructure and Jobs Development Council Consolidation (advisory member); and West Virginia Planning Association Board of Directors.
